Nguyen Thanh Hoa (born in 1958, hailing from Binh Dinh province) formerly held the position of Director General of the High-Tech Crime Police Department under the Ministry of Public Security. He is also one of the individuals involved in the billion-VND RikVip online gambling ring case.
Throughout his career, Nguyen Thanh Hoa achieved notable accomplishments, particularly in leading the C50 Division in successfully investigating cases of fraud via the internet and dismantling online gambling operations.
According to the indictment, during his tenure as Director General of the High-Tech Crime Police Department, Nguyen Thanh Hoa engaged in protecting the CNC Company in its organization of gambling activities through the Rikvip online gaming portal. On March 11, 2018, he was officially stripped of the title “People’s Police.” Later that same day, he was indicted for “Organizing Gambling.”

According to Hoa, this company aimed to generate revenue to build a national defense system against cybercrime. Prior to the approval for CNC to launch gambling games on the internet, the accused Phan Van Vinh also issued a decision to establish CNC as a shell company. Additionally, Hoa discussed and drafted documents for Phan Van Vinh to sign a legitimate report on the legalization of the Rikvip and 23zdo gaming portals to the Ministry of Public Security.
Clearly, when aware of Nguyen Van Duong’s CNC Company engaging in gambling activities, Nguyen Thanh Hoa took no steps to prevent or handle it as he would with other cases. Instead, he deliberately advised and issued numerous documents to facilitate the organization of gambling activities by the CNC Company.
Upon receiving the Ministry of Public Security’s request to report on the gambling activities of the two aforementioned gaming portals, Nguyen Thanh Hoa displayed signs of violating the law and failing to comply with directives. Subsequently, according to the indictment, his report to the Ministry of Public Security was dishonest and aimed to conceal the criminal activities of the CNC Company and Nguyen Van Duong.
During the investigation, the prosecution believed that Nguyen Thanh Hoa, in essence, engaged in protecting and accepting bribes in the process of legitimizing the gambling operations of the Rikvip online gaming portal.
